However, I don't believe having a national holiday the day after Halloween would lead to "[f]ewer DUIs, accidents & deaths." I am want to believe there would be more...because some people would likely drink more not less, knowing they didn't have to go to work the next day.
Honestly, I hate to be a killjoy, but as All Saints is a Christian holiday, I don't think you're going to see lawmakers commit to endorsing your proposal. I'm sure the ACLU and others will sue to block such an attempt based upon the notion of the separation of church and state and them arguing that such a holiday would amount to an endorsement of religion, which I think is what this would be.
One other obstacle to your proposal, when Halloween falls on a Friday, would All Saints Day be celebrated as a national holiday on the following Monday so that people would have that day off? I don't think that's going to fly.
Ultimately, I like your basic idea but I don't think you're ever going to get a majority of federal lawmakers to support your concept. You might be able to initiate a ballot measure in your area by soliciting the support of locals, especially if Halloween is widely celebrated by the people in your city or town.
Proposal or no proposal?
It could totally be a proposal but I really wouldn't get my hopes up... Some guys think getting you something you would consider no big deal would be that fantastic and wouldn't even dream you are thinking proposal. That would be great if he really was this excited about getting a ring but I would think that if it was a ring he would be more secret and nervous about it but then again I don't know your boyfriend.
If I were you I would feel the same way but just tell yourself it is no big deal and that way you will be either totally surprised or not too let down! Good luck!
