The National Guard will work with you, and if necessary change your active duty dates for the two week training. Your scenario is unusual because most people go into a Reserve/National Guard unit at the age of 18. You can not get into the Academy until the age of 20 1/2. As far as the two week training after you're on the job, the department will put you on a Military leave status.
My suggestion is, don't attempt to do both at the same time. The academy may just drop you.

My department we reserve the black mourning band for recently deceased in the line of duty officers.
We also drape the office or station the officer worked in in black and blue bunting.
For Police Week we have a parade of officers in dress uniform with pictures of LOD death officers along the route. We then have a memorial service at our memorial wall.
We wear and fly from our vehicles a blue ribbon in memorial during police week.
