No, cows milk under 12 months will cause your baby's intestines to bleed, causing problems later on in life. It can also cause constipation and allergies.
As for oranges, you CAN but if you can wait until the baby's 9-10 months that's even better. Right now you should be giving basic foods. Banana, potato, apple purée, peach, pear ect - citrus fruits (mandarin, oranges, lemon, lime) can be overwhelming for a young baby and should ideally be introduced later on.
