The moment of equinox is at 03:09 GMT on the 23rd. That puts it 4 hours earlier Eastern Daylight Savings time, or 11:09pm on the 22nd. (It is simultaneous everywhere, but the rotation of the earth means it's not at the same time of day for everyone.) In other words, the 22nd/23rd are not "two totally different answers" they are the same answer, in different PLACES.
