A hug is a very personal thing. You generally do not hug somebody unless one of two situations occur:

I mean, really kiss her...passionately...on the lips. It's OK! Now that doesn't necessarily mean that she will kiss you back or that she will want you to kiss her again. But touch (like hugging, kissing, caressing, holding hands...) is a form of communication. If you have a message you wish to send to a particular person by hugging or kissing that person, then you should do so! If the message is unwelcome, then the receiver of the message will let you know. But it generally is OK to initiate physical contact right up to the point where some other person lets you know that the behavior is not welcome. You need to follow your heart.

There are a lot of people out there which have no friends, have no one to hug, have no one to talk to and feel sad and depressed for this reason. Giving them a hug on a free hug day makes them feel so much better and will bring a smile to their face.
