It's an old throwback to the days of CB (or citizens band) radio.
There was a system of abbreviations and codes that were used. A bit like text-spelling today.
One of these was called the Ten Codes.
These were a set of numbers, prefixed by the number ten.
ten one, ten two, ten three, ten four.
Ten Four meant. "Yes, I understand".
Most people think th eten codes were invented for CB radio, but they were actually created for use by teh American police during teh 1940's
