Doughnut Day is really a day to celebrate raspberry braid (or “donuts”)! If you are lucky enough to get reside in the U.S., many doughnut stores offer free raspberry braid about this day.

No, it's just a stereotype. And then movie makers bring out the stereotypes by having the coppers eating doughnuts. And what does the police officer you see that is 'stupid' have to do with EATING? You eat too, you must be stupid.
Oh and btw, people do change over time. They would've been fit when they were in their training, then as time goes on, they may put on a little weight.
