Your are partly to blame on this. Sending these kind of expensive items via the Indian postal service is a very risky thing to do. Its a very sad thing for me to admit, being an Indian myself, but the postal service system is unbelievably corrupt here. they will overcharge on items that are well within the 20,000 Rs/ limit for duty not to be charged, just for the sake of getting some kind of bribe.
I had once sent a physiotherapic unit for my cousin (the cost is at 15000 when converted to INR from USD) and i wa asked to pay a 9000 INR as extra duty!!! That bastard at the postal customs duty office held it over a month and i finally succumbed and paid him 1500 INR as a bribe to give it back to me. I shot of a letter to the office of vigilance and anti-corruption cell, but there has been no response on that.
Anyways, in this case, ask him to explain the duty rate of the necklace to the customs official, send over an ORIGINAL copy of the invoice to your brother so he can argue the point with the customs official. If it is still not, then a bribe maybe in order, but emotionally it will kill the whole sentiment behind the gift.
