They have threatened it for 3 weeks now - including today! Maybe or maybe not - who knows - in England who cares as the weathermen alwas get it wrong. If you are a foreigner visiting then bring snow shoes skiis and any other article of clothing that will make you stand out from us all.

That depends. If you aren't going to be in the snow at all but just walking around, layering would be fine. However if you are going to be in the snow, jeans are about the worst thing to wear. Scotch guard will just make the jeans stiff, not waterproof.
Really look into buying a pair of ski bibs or pants. Right now there are tons on ebay for under $50. You can also rent them at most slopes. I bought bibs last year for $30. Of course that was in the US so I don't know about AD but once it gets in season you can find tons of them online.
You don't need to buy full gear. Waterproof spray will work on your shoes. You mostly just need boots with traction. You don't need official base layering. Anything will work to keep you warm. What you do need though is to make sure whatever is on the outside is waterproof.
