Sorry Karma, not with the CPA, but to be honest, I don't think they know either, most anti-war thinking starts and ends with "Let's get out of there" end of story.

On a more personal perspective and coming from a country with 4 major races, the only way to solve the problems there is to totally discredit the opposition. This can be done by:

1) A strong national identity. This would over-ride any religious divides if the people saw themselves as Afghan 1st and x-religion 2nd. This also means no foreign interference or any government will be seen as a puppet. Unfortunately, the Afghan government is not strong enough for this stage yet.

2) A strong law enforcement arm with a positive image. If people see that violence doesn't pay or even better, sees those that fight against terrorists as heroes and the other as villains, recruitment for one will increase and the other reduce. Try to keep the corruption here as low as possible...

3) Economic development: This is a factor most people tend to overlook. There is a strong "keeping up with the Jones" drive in all of us and if there is strong economic growth, there is also a push into devoting effort into this, which shows more tangible returns and faster too. Remember one of the key anti-Taliban reactions was due to them kicking women out of the workforce and crippling the economy, if any new government can show that it can do better, the Taliban's days are numbered.
