The short of it is YES, anything can be tampered with in this day and age.

But there are a lot of conflicting statements on the subject of odo tampering for the Audi. The only way to find out if yours is tampered is to pull the cluster out and compare the codes stamped on the sticker or some such thing at the Audi dealer. And the dealer should have records for your car of oil changes and service visits where they would have recorded the mileage, and any parts that would have been replaced.

Some possibilities:

1. It's just a lucky find. The person who owned it before you just didn't drive it very much. Maybe they had another vehicle. But then that also could hurt the engine since the oil would be sitting in there for so long and not getting to operating temp. Check the oil change records at the Audi dealer, since oil changes are free for 4 yrs or 50K miles.

2. Engine oil sludge replacement. The 1.8T engines have a problem with it, and some were damaged and replaced under warranty, so the mileage could have been reset to 0 because of this, and the owner didn't want to keep the car after a while in case it happened again. In order for you to prevent it happening again, ONLY use 5w40 oils from Germany that meet the VW 502.00 & 505.00 specs. Use Pentosynth, ELF, Motul, or Lubro Molly. You can find most online like in the link below for ECS tuning. Mobil 1 0w40 is also on the VW / Audi approved list. Do NOT let the dealer give you free oil changes, because they have been using the wrong stuff and it is their fault this happened, besides the fact VW failed to enforce their oil requirement on the dealer and make sure they were using the right stuff. They are after all Americans working on German cars, and usually have no clue. Trained techs or not, they never read the owners manual, and usually NEVER own the kind of car they work on or are enthusiasts of the car they are trained to repair. I prefer a tech who OWNS an Audi before I let them touch my Audi.

3. The instrument cluster was swapped. Maybe there was a malfuntion, and someone coded the wrong mileage on the new one. Some of the older displays, which shouldn't affect your car, had depixelation problems with the red displays and needed to be replaced. Lots of people have done it, most through the dealer who will say the whole cluster needs to be replaced with a remanufactured one with 0 miles so the miles can be changed. Some who bought the cluster on EBAY have said it can only be changed with a VAG-COM if it has less than 100KM or 62 miles, and can only be changed ONCE in its lifetime. Others said under 100,000KM or 62,000 MI. Lots of discrepancies. But of course if the miles are only 62 then there's no point in lowering it. So I tend to agree that it makes more sense to UP the mileage on a low mileage display. Of course those displays had to wholly be replaced anyway with 0 mileage ones to fix the screen problem, but I'm sure there is of course a way to lower mileage without forcing someone to buy a whole new cluster at a cost of $1,000. No matter what an Audi tech says. It's a liability and profit for the company.

The fact is it's been done by people wanting to replace the RED DIS cluster with the FULL COLOR one in some A4s with navigation, like the 3.0 V6 & what comes on some new A4s. They swapped clusters at a cost of $600+ But I can't remember the thread I saw it in, if they got a low mileage cluster and upped the odo reading themselves or had to take it to the dealer once they bought it because the new clusters have the immobilizer. I'm pretty sure they did NOT or were not able to lower the odo reading with the VAG-COM tool.

After finding 1 thread, it says you cannot change the odometer on the new B6 A4 with the vag-com.

Some have replaced a little EEPROM chip on the back of the cluster, but this is for older models without the immobilizer feature, which is keyed to your keys and ECU.
