It's an interesting question. Back before expansions and addon content, we had to wait years for a sequel for a game we loved. This way the added content will breathe new life into something if we like it. Of course this is optional. If you are done with it, you don't have to get it. Most of the addon content I see is new story lines, etc. But addon in game items for money seems a waste to me.
However, I think they should test the base game more before releasing it so that patches to fix bugs that shouldn't be there in the first place aren't necessary. In the old days this didn't happen. With no internet for patch updates, they knew they had to get it right the first time.
The only exception to this was arcade games, where update ROMs were available for them by mail order.
