How long would it take to learn to sing?

first: change your attitude! no more "my voice is crap". instead, say to yourself : it can get better every day.

It might take you 6 months or more. you need to be gentle with your voice and have patience.

no matter if you get a vocal coach or an e-course like Jonathan Jenkins's or Brett Manning's (websites below) or if you sing in a choir or just do warmups and a couple of songs 2-3 days a week by yourself or with friends, avoid straining your voice!

practise every other day or twice a week, avoid too much sugar, bread, pasta cause these favor "deposits" on your vocal chords, choose room temperature drinks instead of cold , get a good night's sleep at least every other day (I can hit higher notes more smoothly when I'm not tired), increase your vocal range GRADUALLY- if you're squeaking on a certain note don't push it, give yourself time, try that note another day!

I couldn't afford a vocal coach, I still haven't put aside the money for those courses recommended below :D BUT I've read all the free tips those coaches offer on their sites, I've watched their video demonstrations and I've joined a choir in my town 9 months ago. Yes, sometimes choir songs are boring but the ability to practise and properly warm my voice under the guidance of a professional has proved invaluable. I've gained half an octave since joining them, for free :) and i could get used to singing on a stage without being in the spotlight from day one.

It's good to do a warm-down after a a concert or a longer practice session: try yawning or humming 4-5 times or more, starting from the highest note you can hit and going downwards.

oh and don't run away from opportunities when you can sing in front of a non-judgemental audience, at a party, in front of your brother/sister/girlfriend/parents/room mates if they're nice and supportive.

Show people you are having fun singing.

It has to do with the fact that the Tories have the most multimillionaire members in the cabinet in decades, George Osbourne is the scion of a family that makes wallpaper and they went to public school. These are all elements which has made the class divide worse, the demise of the unions thanks to Mrs Thatcher has made Conservatives more arrogant also it has shown them to be the very worst examples of the upper class. When Ed Milliband chided David Cameron about being the children of Thatcher he replied that "at least his mother is alive" forgetting that Mrs Thatcher is now suffering from dementia and can't even remember her own children. David Cameron unintentionally ­demonstrates every day that he’s a Tory toff who was born to misrule. In the past two years he is shaping up to be the most incompetent Prime Minister since the war. The War of Jenkins’ Ear between Britain and Spain in the mid-18th Century, that is. The whole taking from the poor is simple because there is so many of them, when Cameron criticised Jimmy Carrs tax arrangements he ignored the fact that his own father was doing the exact same thing with his money. As for the national debt this appears to be quite fluid and tends to go up especially when they blame Labour for everything that has gone wrong to the country since Adam was a lad.
