A number of factors is causing the swell of street children in the Phils. - foremost among them is poverty. In a not-so-recent Social Weather Survey, it was found out that a significant number of families in the lower segments of the society are having a full meal ony once a day. Past and present administrations try to arrest the growing population but the Roman Catholic Church opposes the scientific methods of famility planning and say that the government should instead address corruption which, according to statistics, is bleeding the budget by as much as 40%.

Street children though are seen only in first class cities particularly in Manila, Davao, Cebu and Cagayan de Oro. There are very few in other cities. Their number peaks especially during the holidays because the poor people in the provinces and in the upland communities go down to take advantage of the 'gift-giving' season up to January. After that, street children are rounded up by local authorities. Those who bolt out of day-care centers go back to the streets until picked up again. It's a vicious cycle.

Are you in the USA? School attendance is mandatory for children living here. This includes legal and illegal immigrants. If they reside in a school district, the children who have reached the mandatory school attendance age must be enrolled. Likewise, there is probably some sort of Head Start or other program available for the young ones. From your mention of teaching them English and working with the alphabet, I infer that they are not attending school.

I think that you have a noble idea, but I do not understand why you, a law student, feel the burden of teaching the laborers' children, apparently as their only teacher. By law, they should be attending public school right now. If they don't speak English, they are legally entitled to ESL support (English as a Second Language). You indicate that you will be in law school for another 1 1/2 years, so I infer that you expect to be able to work with these children during that remaining time. I would strongly suggest that you investigate to see if they are enrolled in school and are attending regularly. Check into Head Start for the little ones. You can be an advocate for them.

Once they are attending school, you can help them with their homework and oral vocabulary development. When that is down so some sort of routine, then the idea of working in personal hygiene and manners is admirable. Use caution since you will have to work in cooperation with their parents.
