I would have to say that you should throw the hot dogs out.
If I were in a pinch, I would put the dogs in a pressure cooker at 15lbs. pressure for 15 minutes to sterilize them. Poke them with a fork to avoid explosions.
If you don't have a pressure cooker, or you are hungry enough to debate whether to risk your health eating $3 worth of substandard, possibly-spoiled meat, please send me your contact information and I will reimburse you so you can go buy a fresh package of hot dogs. I've squandered money on much less worthy purchases :-)

If he is panting a lot when he is just resting then he is hot.
But it sounds more like the pup is being spoilt by your Mother and is whining for attention.

You try shutting the crate door at night so the pup cannot get out to scratch at the bedroom door or shut the living room door?

Also, nearby is Wiener Circle. Wiener Circle is more gimmicky than good, however. If you plan on going out drinking at the bars on the weekend, wiener circle is a MUST-SEE between 12:00 and 2:00 at night. It is packed with young party-goers and the thing to do is scream at the top of your lungs in the most profane and vile way in an effort to have your voice heard by the waitstaff so you can be served first. The waitstaff dishes the vulgur insults right back at the customers. It is really hillarious to watch even if you aren't hungry. I take all my out-of-town guests there and watch their jaws hit the floor when they walk in bc they have never seen anything like it. Read this Yahoo review: --
I would skip Portillo's as it is not an authentic chicago hot dog...it is the franchise chain version.
Superdawg is a long drive from wrigleyville and is also more gimmicky than good.
For a tremendous breakfast place in Wrigleyville you have to go to Orange.

Orange is an upscale breakfast joint which fuses traditioanl breakfast fare with fine dining ingenuity.
