Though Festivus celebrations have been shown to date back to Roman times, most people believe that Festivus was born on Dec. 18, 1997 -- the day the Festivus episode of "Seinfeld" was first broadcast. That TV version of Festivus is what you describe above and is now becoming more popular every year.
