Like any form, they are meant as libraries of techniques, tests of proper technique when used in combinations, rhythm, and balance. But they are not keys to a martial art style. You are being asked to come up with a creative form so that you can demonstrate a facet of your martial art. You aren't abandoning all that you've been taught, you're being asked to honor it with your own interpretation - a rather humble task when we all think of the fighting part of martial arts, and not so much the art of martial arts.
As you become more experienced, the forms either get more difficult or they get more internal, or both, depending on the style of martial art. Think about this as you design your form.
My first advice is to lay out a theme for the form. Is it self defense? Sport? Do you want to demonstrate dexterity with the weapon? Do you want to show an alternative, but basic, way to perform techniques that the existing forms do not? Do you want to point out something that other forms might, in your opinion, be missing? Maybe, you want the form to represent the power that a martial artist should have, and so your techniques are loud and powerful. Maybe, you want the form to represent balance, dexterity, or speed; and so you should choose techniques that espouse these properties.
Your form should demonstrate techniques commensurate with your ability. You should demonstrate proper rhythm, speed, and control when stitching together the techniques.
Your form should have a deeper meaning, other wise, it becomes just an exercise of running through combinations. Even your first form has deep meanings, and so should yours. Find a property about your martial art, or a revered person in that art's (or culture's) history, or an important event in the evolution of your art or it's culture, and find a way to tie the techniques of your form to this meaning. You might shape it in the chinese (or japanese or korean) character that resebles the meaning you chose - this is very typical of traditional taekwondo black forms.
A traditional martial artist should respect it's culture and traditions. You might think of performing it in clothing of an era of history that is important to the culture of your MA. You might think of performing it to traditional music.
Maybe, you want to perform something that represents a blend of past and present - traditional music to contemporary techniques, for instance.
Maybe, you want to be more open-minded about the martial art's relationship with other martial arts, and blend a well-known form of your art, with a well-known form of another martial art. A taekwondo team did just this, by performing pieces of forms that were part of about a dozen taekwondo kwans, and came out really beautiful.
Be careful not to let your form become another stunt setting for a jackie chan movie, or a series of combinations for sparring. Be careful not to introduce techniques too difficult to execute without detracting from the rest of the form.
When you design your form, think of the emotions, the eye contact, the rhythm and speed you will perform. It should be deliberate and obvious.
Depending on your art, forms are symetrical or they are not. I wouldn't deviate from this, since it might look haphazard or robotic if you do. Be sure to show enough discipline to start and stop in the same place, that you have loud kihap/kiai in sensible places.
Know the masters' personalities. When I grade creative forms, I like to see dramatic beginnings and dramatic endings. That sets the pace for the rest of the form. Don't let the form drone on for 10 minutes, unless that is customary with your style of martial art.
