This is a good one. I'm gonna go with JANUARY 17TH as National "Watch Out" Day. This was the day Dwight Eisenhower (as outgoing Republican President, 3 days before John F. Kennedy was sworn in as the new Pres.) made a great, historic speech that was ignored for decades, and only in recent years has been "rediscovered". The speech warned all Americans of "the military-industrial complex"....and was quite visionary in nature. (See link for brief description).

So, maybe on National "Watch Out" day, people would take a holiday (from work or school) and spend time with friends and relatives playing beer pong and discussing the deep implications of Eisenhower's speech. Since many/most people take off Martin Luther King Jr.'s birthday, January 15th off as a national holiday--a lot of people could combine both of these holidays, and then add personal days due to them.....and now you're talkin' about a nice 3 or 4 day vacation! Just what folks need in the middle of this dismal month.
